Dear Mr. Lawrence: I am submitting a complaint of misconduct regarding Charles T. Major, Supreme Court Justice, Onondaga County and Mr. Joseph Lupia (Court appointed Law Guardian) for their conduct in a recent matrimonial action. I was the defendant in the action, and forced to appear "pro se". In the two years this has been underway I have had a chance to speak to attorneys and review the CPLR. I request your investigation of this matter in the most timely manner possible, and I am prepared to give the staff any assistance/additional information I have available. I believe the pattern of rulings made by Judge Major in this proceeding will show a clear pattern of not only gender bias, but also disregard for the CPLR and established case law. As a member of this community, I found his conduct quite disturbing and well beyond what I would feel is reasonable discretion on the part of a Judge. Similar statements also apply to the Mr. Lupia. The trial was recently concluded and a final Judgment issued. I have noticed an appeal to the Appellate Division to have his ruling overturned. I also plan on notifying other members of the community of his conduct and other State and/or Federal elected officials. I have attached for your review a duplicate of some information I have recently supplied to the Appellate Division. The material is "voluminous", but I hope it will give you a starting point for your examination of this matter. [What was attached was letters/pre-trial motions (including those asking for a new law guardian -- some of the material was also used in the Appeal] It is my hope that your review of the proceeding will also lead to recommendations for a better "system" of family Justice in New York.
